Woocommerce Plugin Development

We want to create a new WooCommerce plugin to be able to integrate an existing API. The plugin would need to have an additional setting page (Under Dashboard > WooCommerce plugin > New setting page) to set API key and token and other configuration settings. The purpose of the Api integration is to enable alternative notifications methods other than emails.
api call documentation and code snippet in php are already available,  the changes required would be to handle the logic in woocommerce to enable / disable extra notifications methods following the default events available in custom woocommerce installation.

Default events which we would require the alternative notification method are :
New order, Cancelled order, Failed order, Order on-hold, Processing order, Completed order, Refunded order, Customer invoice / Order details, Customer note, Reset password, New account created, Inventory low stock threshold, Inventory out of stock threshold.
