Se requiere un software que sea igual al web whatsaap pero no permite el envío ni recepción de archivos, para esto se requiere utilizar el API https://developers.facebook.com/docs/whatsapp/business-management-api

Se requiere que este software tenga un loggin con usuario y password, que se pueda configurar colocando el número de teléfono celular y que en ese momento mostrará en pantalla identico que lo que muestra web whatsaap pero con la funcionalidad de solo texto.
