Requiero de  un sistema similar a    "b  u  h  o  l  e  g  a  l " de búsqueda de expedientes (exp) por ejemplo

Diariamente se actualiza esta página y se crea un listado de exp. Todos los días hábiles, básicamente es crear un sistema de con usuarios, que tome la información de esa página, y la almacene para que el usuario realice una búsqueda, le compile y le muestre por ejemplo el exp. 24/2017 si por ejemplo ha salido 4 veces en lo que va del año le muestre en una sola página las 4 veces que ha salido haciendo una relación

y el mismo sistema envía notificaciones si el usuario requiere ser notificado al momento de que su exp.
Vuelva a salir nuevamente en el sistema, incluyendo también una API de cobro.
