Implementacion de web services rest/json en node.js usando el framework Express y usando una base de datos MySQL.

Los requerimientos de alto nivel para estos web services son:
* ABC de tipos de tarifas
* ABC de horarios de tipos de tarifas
* ABC de costo de cada tarifa por mes
* ABC de cliente y sus direcciones
* ABC de subcliente ("hijos" de clientes") y sus direcciones
* ABC de usuarios (administrador de sistema, cliente, locatario)
* ABC de configuracion de dispositivos de cliente
* Importar archivo csv con consumo de cliente
* Generar reporte de consumo resumido a nivel cliente y a nivel subcliente
* Generar reporte de consumo detallado a nivel cliente y a nivel subcliente
* ABC de facturas
* ABC de cobros
* ABC recargos
* Reporte de facturacion (incluye cobros y recargos)
