Mobile service for Ble Beacon Detection (Ios and Android)

We need an android and ios app (and background service) to monitor, detect and act on ble beacons presence.
The app needs to request all necessary permissions, listen to BLE Beacon Regions (Monitoring) and when it detects a matching beacon it has to call an API.
App shall handle the OS specifics like Doze/Iddle mode, awake state, background and foreground running, etc.

No fancy ui needed, a simple ui displaying the ble beacon detected and api response will suffice.
Logging for errors is also needed.
Possibly queue of requests when no connectivity is present is also required so we don't loose any message.
