Mobile developer needed for delivery app

We are looking to hire a mobile app developer to work on food delivery mobile app to be used by end customers and riders.

The apps have the following requirements:
1. The apps need to work on both Android and iOS, thus we highly prefer the usage of hybrid platforms like ionic, ReactNative, and Firebase.
2. The delivery must include a full handover of the code, with extensive documentation.
3. The APIs for the apps will be provided by us, we are currently working on finishing up a centralised APIs to be consumed by different clients.
4. The base html/css of the customer app can also be provided, customisation will be needed to fit the mobile app architecture which will be the responsibility of the freelancer.

The freelancer experience needed:
1. Extensive experience with mobile development for hybrid apps. (References needed)
2.
Very good English communication.
3. Attention to details and understanding of the big picture.
