Minimal Ui for Python/Django app

We have a working web application that's currently being used in production, and we're looking for someone who can start developing a new UI for it. The application is written in Python with the Django web framework, but it's not necessary to have experience in either, as long as you're willing to pick up Django's template language, which is designed to be friendly for newcomers. Clean, valid markup, and css structured by bem principles with imminent codebase growth in mind (with no framework dependencies) are the prevalent points here.
Some parts may need a bit of JavaScript (Vue is our preferred framework here, but you may complete this with any library you want).
