Looking for a desktop app that have Gui drag drop that deal with lines and blocks and panels.

It can enable me to set conditions on objects/ blocks panels, and lines and able joint them together as i manipulate them along the way.
During manipulation, dynamic changes on the them based on condition set by me.

Can enable me to print a report on the length of lines
and print a plan view layout and side elevations in 2d with labels

will elaborate further when meet.

Preferable built using C# sharp framework.
