Necesito un ejecutable que se firme mediante WebServices a una plataforma, y con eso conceda o denege el acceso al sistema.

Necesito que el Ejecutable de manera local interprete contenido en formato scorm html5, desde el ejecutable en una carpeta local del equipo.

Necesito que consuma webservices para que envie ubicacion del dispositivo, y otros datos del uduario, uso y avance.
