Excel Choropleth Emea map

Hello,

I work for a multinational company that works with a broker.
The broker for the region has different levels of service depending on the country; some of them are over-performing some of don't.

With the above in mind, I need to create a choropleth map for EMEA region where bad performances will be in red and good in green or yellow.

Primary requirements
- I want the map to be draggable and zoom-able,
- The map will need to be limited to EMEA region only.

Secondary requirements
- I want the users to be able to select by country, team or score via a drop-down menu or tick boxes
- Comments (to be added later) and rating to be seen while hovering on a country with the mouse.
- The map should be excel based and kept simple with the ability for me to add additional countries within the region and comments.
- A button for the current view and selection to be sent to pdf would be beneficial
- No map details, capitals rivers, and other geographic details -
- Color palette to be attached.
