Dog clothing sewing

I am looking for a skilled seamstress or tailor who can assist in creating a unique small-sized raincoat for dogs. This raincoat is meant for dogs up to 10 lbs. The feature that I want to stand out is a clothesline for tightening, giving the piece a custom-fit feel for my pet. The design should be both functional and stylish. The task is to sew the clothing and assit with the design.

Skills & Experience Desired:
- Experience in tailoring/sewing/creating pet clothing, especially outerwear
- Knowledge of suitably weatherproof materials for creating pet raincoats
- Understanding of proper proportions/sizing for small breed dogs
- Able to implement custom features (specifically a clothesline for tightening) into the design effectively.
