Copying data from Pdf and Jpg files into Ms Word

We have very large number of pdf and jpg files which contains scanned text that we need converted into editable word documents. Files are easily readable and fairly visible. All the processing have to be completed manually because use of OCR software isn't giving the higher accuracy on these files but we need it converted without any error.
