Confirgurar Flask Remotamente

Estou tendo um problema para configurar o flask.
Sou usuário pc, uso vscode
já tentei acessar as configurações do powershell.
Já tentei rodar como administrador, via cmd ou vscode
a resposta é sempre a mesma

Preciso entrar na pasta onde se encontra o arquivo *.py digitar flask run e rodar
