Automated Betting Bot + Scraping

I am looking for a freelancer to develop an automation on the Bet three six five betting site. The ideal candidate should have experience in creating betting automations.

I don't have a preferred language in mind for the software. Short, I need a program that scraps my Trade mate account every second and when a bet is available automatically bets in my bet three six five accounts.

Details:
. General:
      - Automated Tool must work in Windows10 and above and also in different browsers (at least Chrome and Firefox);
      - Automated Tool must function in multiple accounts and computers at the same time;
      - Everytime the Automated Tool is started (in every computer) it must ask for a license number that i have shared with the user. This license is generated in an Administrator Page and renewed every month so I need to be able to close access to bot if license is not updated;
    - Automated Tool can connect using vpn/vps connections;
    - all automated tool actions in bet three six five must be made in a way that cannot be intercepted by bet three six five.
    - Bets should be placed fast otherwise the odds will change and bot will be designed to not accept odds decrease.
    - Automated Tool must use Decimal Odds.

. After Automated Tool Login:
    - Automated Tool should have Start/Stop Button. When pressing Start Button it automatically opens browser, login to bet three six five account and it's ready to scrap info from trade mate. To be able to login automatically at bet three six five account we should input Username and Password in a specific field that is in the Automated Tool in order to be saved.
    - Automated Tool must have one type of staking option to be used (I should be able to select it before pressing the start button in the Automated Tool):
          - Flat Stake - I should be able to define a specific value for bets, between 1 and 1000, with two decimal places. For example: 1,55 or 22,75.
    - Should be able to be modified in the future to add a different stake option - Kelly Criterion.
    - Must be able to define betting odds range (max and min odds) for placing bets, prior to getting started. So i want to be able to define which odds it is betting. Min: 1.5 | Max: 2.7 for example.

- Automated Tool Working:
    - Should have a live log that show's the description of steps that it's performing (logged in, waiting for bets, found bet (game x, selection/bet y, stake z), was not able to place bet because odds changed, market not found, connection error, etc).
    - Must log every placed bet in excel with stake. This excel will have some formulas detailed by me and Automated Tool only needs to add specific info in specific columns: Match Date and Hour/Minutes, Sport, League, Game, Selection/Bet, Market, Line (if it's Asian Handicap Bet), Odds, Stake, Bet Day and Hour/Minutes

. Betting:
    - Cannot place more than one bet in the same event;
    - Will only place bets in three types of Markets:
              - 1x2 which is bet for winning home team, draw or winning away team
              - Asian Handicap
              - Total Goals (Over or Under)
    - Must not bet if Odds have decreased in comparison with the Trade mate proposal. So if Trade mate shows Odds of 2, but bet three six five already updated odds to 1.9 then bet should not be placed. If bet three six five shows bigger odds like 2.1 bet should be placed.
    - Sometimes bet three six five limits certain accounts so when trying to place bets with any stake amount it says that the staking must be updated. So when placing a bet in these conditions this creates two more click's (Update Stake and Place Bet) that need to be added to this bot.

. Trademate
    - This is the website that needs to be scraped live and that will give us the games and odds we need to use to automatically bet.
    - Information will be presented in a specific way:
          - Name of Home Team vs Name of Away Team
          - Market and Bet + Odds
    - Trade mate also has the option to send bets to telegram so if its easier to scrap telegram other than the website that's also ok for me.

Important Notes:
    - I will give access to Bet three six five account for testing;
    - I will give access to Trademate website for testing;
    - I will only pay after the Automated Tool is tested minimum of 1 week without any error. If the Automated Tool keeps getting error or not fulfilling the requests it needs to be changed until it is working 1 week full without errors.
    - I want to have access to the Source Code of the Automated Tool.
    - I'm open for suggestions regarding this proposal and can change the request if it makes sense for both me and the freelancer.

Questions:
- How much time do you think it would take to delivery?
- What other info is important to have on your behalf?
- What will be the monthly costs of having bot running?

Requirements:
- The Automated Tool should be compatible with the Bet three six five betting site.
- The Automated Tool should be able to handle more than 100 bet six five accounts at the same time while scraping info from only 1 Trade mate account.

Skills and Experience:
- Experience in developing bots for bet automation.
- Knowledge of the Bet three six five betting site and its API.
- Strong programming skills, preferably in Python or another suitable language.
