App para registrar venta y se debe sincronizar con el servidor

Requiero contratar los servicios de un desarrollador para que me desarrolle un APP el cual debe registrar localmente información de solicitud de envio de una encomienda (debe tener datos de Nombre cliente/remitente, destinatario, kilos a enviar, medidas de la encomienda, descuento y otros datos que se detallarán) y se almacenará localmente, en el momento de tener disponibilidad de internet se deberá enviar los datos al servidor para hacer la sincronización.  Por mi parte entregaría en analisis del desarrollo y las interfases en el servidor.
