Se requiere un app en flutter donde pueda colocar en un campo una placa de vehículo, que envié por medio por medio de webservice al servidor gts adjunto el manual para el webservice.
La aplicación debe de trabajar en primer y segundo plano e iniciar cuando el celular enciende.
Debe de enviar la placa vehículo, latitud, longitud, hora.
Importante si el celular esta sin conexion a datos debe de almacenar los datos no enviados y cuando detecte que hay conexion a datos enviar la informacion almacenada
