Description    This script listens to the VPAR. Once the vpar is triggered, it takes pics of the vehicles and once the plates are read correctly, vpar sends an xml with read data to this script. This script reads the xml data and saves it into a text file named after the origin ip plus a random unique number given by the date+time.
This script should be run upon start to listens to VPAR for responses.
Status    Partially Ok. It works but it does not read the first xml sent by vpar. After the first failed reading, the rest of the XML packages are processed correctly.

To Do    It should be re coded in PHP
Comments    The reason why an Xml file is created for every package read is to create some queue. vpar sends the following: neural+length of xml in bytes (binary)+xml data (text).
