1 page minisite designs with given material and design guidelines

We need to design and build a single page HTML design for brands based on their websites and material provided by them. These minisites will be used to promote the brands within a larger web portal.
Material provided can vary but most likely will include logos, imagery, product shots. Also general style, design guidelines and fonts can be picked from each brand's website.
Depending on material available each minisite can have a small image gallery, carousel or simple CSS animations (jQuery).
The proyect now includes 10 different brands, and can be expanded to more.
Each minisite should not take more than 4-5 hours to make (based on previous 200 sites like these we've built in-house).
The base layout will be quite fixed and standarized.
We will pay for finished minisite a max of 70 USD.
Required skills: HTML5, CSS3, jQuery, basic PHP (optional), basic image editing skills.
Deliverables: finished HTML template and associated images, stylesheet, etc…
