I am a local community leader(Assemblyman), I am seeking the service of Software Engineering Company to develop a Human Resource Management System(Web based/Mobile App) to manage all the activities of my community.  The main modules of the project should include 1. Database: it must contain list of all members of the community.

The community is divided in 8 suburbs and a total of about 4000 members.  The database should be easy to manage in different categories, Male/Females, Age group, suburbs list, communal labour list/excuse list etc
2. Payment Gateway: All members of the community pays for funeral levy every month and development levy every year.

Members of the community should have the ability to pay their levies using mobile money and when payment is successful, it should be credited directly into their account. Members can also pay at the Assemble Office
3. Social Network: Community leaders should be able to interact with members online.

Announcements, Projects, Funerals  can be posted by the leaders and members can makes comments based on the issues posted from the leaders.
NOTE: I don't want to contract any particular developer for this project, I am ready to work with any developer who is interested. Any developer who is able to meet all my requirements, I pay him off.  I want it to be competitive so that I can get the best
