Create a custom WordPress Plugin to displays a us svg map and when you click on a state (e.g. California) - It shows the data available for that State in a data grid.

Backend (Admin) Functionality:

1. CRUD (Create, Revise, Update, Delete) New Map
2. Import data via CSV file
3.
Restrict Access via Role (e.g. Only WP Admin/Editor can see/access this)

Frontend

1. Insert Map via Shortcode

There are free resources available for the SVG map as well as the Datagrid.
