Python Freelancer Required - Framwork development with Graph Traversal, Syntax Parser etc

We are looking for very efficient and passionate Python freelancer/developer for coding parts of a framework. The work involves but not limited to graph searching and sorting, working with templates, regular expression based syntax parser. The specifications will be given as a document involving texts and pseudo-code which needs to be translated into actual code - 
Desirable qualities of the freelancer/developer -
1) Excellent Understanding of Core Python, Data Types, OOP, Data-Structure and Sorting Algorithms,2) In-depth knowledge and experience on Regular Expressions, File IOs, JSON, Unit testing, Python modules and maths, Collections, threads3) Good experience in writing codes about graph traversal and graph searching and sorting algos.

4) Good experience in dealing with complex templating syntax parsing (of other language).5) Being fluent in other languages as CPP/Perl is advantage.
6) Excellent working speed/debugging experience in Linux based systems.
