Player's ratings

I'd like to develop a blockchain for sport players in wich ratings of these players are stored.

Fixed characteristics would be rated but those can be changed by the blockchain maintainer.

Each member would have a given amount of points to give per unit of time (Say 10 per month) wich they will be able to distribute among the available characterestics to rate. If a user has remaining points, those remain valid for future ratings (points can be accumulated).

Rating points are time stamped and current rating for a certain characteristic of a given member is calculated as a temporaly weighted summation of received points for that characteristic.

A user public key allows others to rate his/her characteristics . Temporary private keys (or maybe just a simple temporary password)  should allow others to retrieve a user's calculated characteristic value.

Client should run on a website and a mobile app. The mobile app should be able (via blueattoth) to publicly broadcast the public key so other can rate and optionally the temporary private key (password) so others can retrieve rating calculations.
