Need to draw an illustration

You need to draw an illustration for printing on fabric on women's leggings. The image should be 300dpi if you will not do this in the Vector. An example image is attached.
If the image (lines) will end (but this is not desirable) on the top and bottom, then you must let go of the Gradient. In this project, we give preference to black watercolor. (Example attached file.
Watercolor 1, watercolor 2). A layout is also attached (layout 406x850), with which you must do the drawing itself. The figure should be horizontal in size 4060mm vertically (see the limitations on the layout).
That lines (drawing) were not intermittent when printing, you need to transfer them. (See sample 1 dragon) You must send Mokapas with legs. The image should be in a PDF file and lay on our layout as a separate layer.
