Integrate admin dashboard and add a few funtionalities

Things to note:
1. There will be 2 types of profiles - a superuser(admin) and a user
2. We have our own hosting.
The dashboard will go in our subdomain.website.com
3. The login homepage does not need to be fancy. It will have a login page where it will ask them to enter their credentials.

4. Each user will only have read access. They cannot edit/delete/modify the files that superuser shows them.
5. Each user will be shown different set of documents. For example, Document A,B,C will be shown to user 1,5, and 10 and document 4,5,6 will be shown to user 4, and so on.
6. Types of documents will be PPT, Docs, Videos, HTML webpages and PDFs

Do not quote something that I cannot afford, because requirements will keep pouring in and functionalities can be added in coming months. You MUST have experience in building an admin dashboard. Read the justpaste URL carefully as that is my complete requirement.
