I as DEVELOPER would like that my app code automatically deploy to azure after I sent a change to VSTS to I delivery faster my improvement's

Acceptance criteria:

- The delivery has a ci/cd env/process in azure working.
- The delivery has a Infrastructure as Code (IaC) with Azure Resource Manager (ARM) Template committed in VSTS
- We can reproduce the env/config using the code of IaC.

Consideration:

- ASP.net 4.5, without database.
- Azure
- WebApp
