Development of sms gateway using raspberry pi

I wish to develop a SMS Gateway using Raspberry pi with gsm modem to send sms as follows;

1. pi with a gsm modem (eg. Sim7600)
2.
pi connected to a pc via lan port.
3. PI read an Alarm Text file.
4. Whenever Alarm Text file got new entry. Send the new entry text out as SMS to respective mobile recipient.
