Scope of Works
Public Service Media (PSM) a 100% state owned enterprise (here after addressed as the Employer) is seeking to engage with potential and competent parties for the “Design & Build” of a 15 Storey Media Building” (excluding the ground floor & Basement) in an approximate area of 7000 sq ft in Malé.
The Tenderer, if awarded shall proceed and complete the detailed design, drawings & initiate the construction phase at the earliest. The Tenderer must adhere to Broadcasting standards while designing the technical area’s and must seek approval from the employer for technical area designs during the detail designing phase.
The Scope of works of the project includes (but not limited to):
A. To carry out a detailed survey to meet the Employers requirements and Broadcast Industry Standards while designing the Media Building. Especially the technical facilities.
B. The Successful Tenderer Shall be Responsible for the Following Activities
1. For the Architectural / Structural Drawings & Submission of Other Details such as.
a. Concrete Works,
b. Blockworks, Roofing and Waterproofing,
c. Metalwork, Glazing, Carpentry & Joinery,
d.
Structural Steel Work,
e. Floor, Wall and Ceiling Finishes,
f. Paint and Decoration Works,
g.
Hydraulics and Drainage,
h. Lift
i. AC, & Mechanical Ventilation Layout.
i. Shall be designed according to the requirements of the specific area.
j. 3 Phase Power Layout.
i. Shall be designed according to the requirements of the specific areas.
k. Network Layout.
l. Fresh Water Supply Layout.
m. Lighting Layout.
n. Identifying major building materials for use in the project.
o. Sanitary Piping System layout.
p. Fire Fighting System Layout.
i. FFS should be designed according to the requirements of the specific area (e.g., Server room, control rooms, and office space).
q. Design Technical Area’s Such as Studio’s, Equipment Room’s, Control Rooms, Editing Suites, Server Rooms, MCR and other such areas to Broadcast Industry Standards.
2. The Successful Tenderer Shall Also be Responsible to Obtain Necessary Approval from Relevant Authorities for the Construction.
Specifications
Slight Variations & Changes Can Be Brought to The Requirement Specified Below to Meet Technical Standards & Building Codes.
1. Ground Floor shall be raised at least 2 feet above ground level to avoid water ingress in case of storm surge or another catastrophic event.
2. Ground Floor shall have a reception area with a waiting hall.
3. Access to Lift shall segregated between commercial space & PSM Media floors.
4. Ease of access for people with special needs to be considered with ramp access to and from ground floor.
5. Security Room with CCTV Monitoring
6. Parking area (as per the regulations in place at the time of design) with ease of circulation.
7. The building shall have a General Conference Hall and a Larger Meeting Room.
i. A Meeting Room with capacity for 21 occupants seated.
Ii. A Conference Hall with capacity for 50 occupants seated.
8. Building shall be designed with fire alarm system, automatic fire extinguisher system, CCTV, duct or central air-conditioning (according to specific area requirements), drainage, duct system for audio video cables, electrical cables, network cabling, etc.
9. Shall prioritize on Installing branded & locally serviceable equipment’s and machineries.
10. Basement, along with Pumping station.
11. Panel Room
12. Building shall be designed with minimal internal brick walls wherever possible.
13. None of the Studios shall have any column’s inside.
14.
Each Floor shall have restrooms for gents and ladies.
15. Any one of the floors designated for PSM use shall have 2 Rooms (12 x 12) with attached Shower.

16. Each floor shall have connections for water dispensers at common areas.

Building shall have a minimum of 3 (three) passenger elevators (12 pax each) and 1 (one) service lift which shall be able to lift heavy equipment’s and TV studio sets.
i. All elevators shall feature a battery lowering system (emergency backup power) and access control.
18. Environment should be considered as highly saline and corrosive, hence structures and surfaces should have adequate surface treatments to prevent corrosion and rusting.
19. 1/3rd of the Roof shall be kept clean to install a Satellite downlink / Uplink system (Dish Field) and a 10-meter Telcom Tower.

Extra care shall be taken to protect the building and equipment from lightning surge.
21. Design shall incorporate thermal insulation, and weather resistance while improving the appearance of the building.
22. Purpose made areas such as studios, server room, editing suites and control rooms shall have raised-access flooring, and must be connected to each other through a separate duct system.

Building envelope of the technical areas should be designed to keep out external noise and shall be soundproof.
24. Studios, Editing Suites and Control rooms internal surfaces such as walls, flooring and ceiling should be designed to the acoustics requirements of broadcast facilities. The same standard shall be applied to air-conditioning of these facilities.
25. Industrial Sockets shall be used in TV Studio’s.

One Floor is to be entirely dedicated for Radio Production with Editing Suites & Radio Studios. This Floor is to accommodate 65 Workstations for staff along with (may use additional floor space to accommodate suites if the floor space is insufficient)

Iii. 3x Radio On-air Live Production Studio with Control Room

c. Shall be RF proof from external interferences, Soundproof & Acoustically treated.

27. 2 Floors shall be used as PSM Office Space.
i. Each of these Floor’s should have a meeting room accommodating at least 11 occupants.
Ii. To accommodate approximately 150 workstations in total.
Iii. To accommodate executive bureau, with a separate meeting room (7 pax) and other amenities
iv. Carpeting.

31. UPS Room
a.
UPS Room should be designed to
cope with accidental fires
b. UPS Room should be designed for a floor above ground level to avoid rising water during a potential storm surge or related catastrophic events.

8 floors of the building shall be designed as commercial office space for lease.
a. Each of these floor’s shall have 3 separate areas for lease with separate electricity, air-conditioning, water etc.
33. The building is to be designed as a connecting building for future expansion.
34. Quality Fixtures should be used (e.g., Clamps, sections, rivets, drop ceilings, screws, doors, truss and windows) and must meet or exceed the technical specifications or if not stated it shall be subject to approval from the Employer.
