Connect Maps Api into social media app for geotags and hashtag feature

Hello all,

I currently have a programmer building me a video hosting platform, and there's a few thing's he says he'll need help on.
1) We want to be able to link real locations on videos with geotags like you have on instagram. We are trying to use a maps api that isn't google.
Here's a link to some possible choices, but if you'd prefer one not on the list that will probably be fine.
2) We're trying to incorporate a feature we're calling "hashpaths". Basically it's hashtags within hashtags. This way you could find a super specific category of video if need be.
For example, instead of just having the option of " #punkrock " it could be something like " # music / punk / rock". Essentially, after each slash you go a layer deeper and it filters out even more videos.
