1 Natura 2000 is a network of nature protection areas in the territory of the European Union. It is made up of Special Areas of Conservation and Special Protection Areas designated respectively under the Habitats Directive, the Birds Directive and these are incorporated in the EU Water Framework Directive. In The Netherlands we have a number of 108 of these areas that are designated for protection.
The ammonium deposition of the manure of the farms meaning NH3, the NOx (composite N-gases) deposition from mainly traffic (trucks, planes) and building activities and the inflow of nitrates and phosphates through groundwater from intensive agriculture are far too high and biodiversity is rapidly decreasing, especially in nutrient sensitive ecosystems. The rationale of the Directives is the ‘standstill’ principle of these areas. As from 2000 onwards the bio-diversity situation has to remain stable and has to be monitored.
In 2010 the Government of the Netherlands was warned by the European Commission that the situation in its Natura 2000 areas was rapidly decreasing. In 2012 the Dutch Government composed a comprehensive set of integrated measures (incorporated in an N-plan with legal and operational instruments spanning the ministries of Agriculture and Nature (i), Transport and Water (ii) and Home Affairs and Housing (iii)). However, the implementation was suspended till 2017 under the condition that in future N-reduction will be reached to the extent of the total N-increase since 2000.
Cabinet is considering having another extension till 2022 to continue the implementation of a dearly needed housing production and keep up agricultural production and avoid clashes with the politically very strong farmers unions and avoid the economic recession that is looming in the present Corona era. This implies that existing farms can be extended, houses can be built and roads can be enlarged, flight movements can be increased etc. However, it is to be expected that many of these Natura 2000 areas may lose massive bio-diversity because of a subsequent increase in N-load or concentrations of nitrates of which the immission presently still increases.
What approach would you advise (with arguments) to follow to harmonize this ‘wicked’ problem, if you had to advise the prime minister and Cabinet as the end-responsible in the Dutch government? Give a step by step approach in a logical time sequence? (4 points)
